Armor tanking is always used by Amarr and Gallente, and sometimes by Minmatar. For Caldari, armortanking is rare.
You will find the skills needed under the "Mechanic" tab:

</td> </tr> </tbody></table> So, for tanking assault ships and most other ships, you will want T2 modules. These are the basic modules you will want for a frigate:

Small armor repairer II - repairs your ship
Damage control II - increases all resistances for armor, shield and hull. Many players (including me) will not fly a ship to pvp that doesn't have one of these fitted, in particular Gallente due to their strong hulls.
Energized adaptive nano membrane - increases all resistances, useful especially for passive tanks!
200mm or 400mm(slightly rare) reinforced rolled tungsten plates - gives a passive armor hp boost, the foundation for passive tanks.

Out of these four modules, you can build pretty strong tanks. There are two basic ways of tanking, passive and active. For armor, this is usually strong plates giving a hitpoint buffer combined with passive resists, or armor repairers that repair the armor during the fight, sometimes combined with active resists but more often passive for frigs. The skills you need are:

Hull Upgrades (http://eve.allakhazam.com/db/getskill.html?eveskill=3394) - increases armor hp 5%/lvl - lvl 4 for DC II, EANM I and for the plates.

Repair Systems (http://eve.allakhazam.com/db/getskill.html?eveskill=3393) - repair 5% faster/lvl - lvl 3 for SAR II

You will have Mechanic (http://eve.allakhazam.com/db/getskill.html?eveskill=3392) lvl 5 for assault ships, which is good.

For the EANM to be effective, you will want those skills to 3.

EM Armor Compensation (http://eve.allakhazam.com/db/getskill.html?eveskill=22806)
Explosive Armor Compensation (http://eve.allakhazam.com/db/getskill.html?eveskill=22807)
Kinetic Armor Compensation (http://eve.allakhazam.com/db/getskill.html?eveskill=22808)
Thermic Armor Compensation (http://eve.allakhazam.com/db/getskill.html?eveskill=22809)

When you have those skills and want to improve your tanking skills from "mightworkforashortwhilebuteveryoneelsewilloutperformyou" to "nowihaveagoodtankworthyofmyshipmyracemymomandmychocolatepies", the next step is to get the T2 EANM and the medium/large T2 armor reps, for which you need:

Hull Upgrades (http://eve.allakhazam.com/db/getskill.html?eveskill=3394) - lvl 5 - EANM II and T2 active hardeners! (usually for bigger ships than frigs as it consumes too much cap)

Repair Systems (http://eve.allakhazam.com/db/getskill.html?eveskill=3393) - lvl 4 medium/large armor rep (will want this to 5 eventually)

Compensation skills to lvl 4 if ur gonna use EANM II! (yes i know they sucks to train but you need the goddamned resists)

Armor Rigging (http://eve.allakhazam.com/db/getskill.html?eveskill=26253) is used to fit armor rigs, which are very useful if you can afford them. Get the skill to lvl 3 or 4 if you wanna use them or they will fuck your speed up too much. Get Trimark armor pumps for passive tank and Auxiliary nano pumps / resistance rigs for active tanks!

Consider my words law.

resists are always worth the time.

cocer, have you ever heard of active armor tanks? unless it's a remote rep fleet (everyone cross healing), then I don't think active armor tanks are worth the time of day.

Yes, you can make good active tanks on some ships! It has some advantages, some ships have bonuses to repair amount and in long battles it is better, but generally passive is more common.
