Here you'll find the guide to missile skills in Eve. I play with autocannons and artillery, so this may be something that someone else is better at writing, but oh well.
First, an overview of the missile launcher skills:

And now get those to level 5. This step will take quite a while. You'll be wanting to do it in the order that gets you the tech 2 modules first. Go to the market, find the missile launcher you want to use, and right click it --> show info. Go the the prerequisites tab. This will show you what you need. X's mean you don't know this skill, open circles mean you don't have the skill to high enough level, and checks mean you've got the prerequisites.
