I would compare it to a body.

The Skeleton looks great. The Muscle and organs are getting put in and they're looking to be working very well together. The skin and flesh on the outside isn't quite started yet tho, so I'm still not sure if it's going to turn out looking like Sloth from Goonies, or the woman from one's sexiest wet dream.

All in all, it's pointless to buy a pre-order now, so just wait until the game comes out.
